You May Be Eligible for Assistance
If you are a homeowner whose home is located within the city limits of Lake Charles and it was damaged by Hurricane Laura, Delta, or the May 2021 flood and it still is in need of repairs; you may be eligible for assistance.
The City of Lake Charles Housing Rehabilitation Recovery Program (HRRP) is available to provide recovery assistance to homeowners and landlords affected by Hurricane Laura, Delta and the May 2021 flooding event.
The program is intended to provide CDBG and HOME financial assistance in the form of a grant to eligible homeowners to rehabilitate their single-family homes that sustained damage. The program is intended to address unmet needs and to assist low-to-moderate income (LMI) households in the city. Financial assistance will be provided for work to bring housing into compliance with applicable codes, ordinances and standards as needed.
The deadline to sign-up for the program is May 26, 2022, by 5:00 p.m.
The HRRP will be implemented with all applicable rules and regulations of the City of Lake Charles (COLC), the Louisiana Housing Corporation (LHC) and the United States Department of Housing and Urban Development (HUD).

Homeowners can visit the HAC Center to register and get more information on the program.
The award is up to $60,000.
The award can only be used to make repairs to your damaged home. Award payments are payments made directly to the contractor on behalf of the homeowner.
It is anticipated that up to 1,000 households will apply for assistance. With that in mind, it is expected that appointments will be scheduled through the month of June. Please be patient, as a case manager will eventually contact you.
An appointment will take up to an hour and a half.

No. The HRRP is a voluntary assistance program and does not have a relocation component. Contractors are expected to "work around" household members during rehabilitation.
The Homeowner Rehabilitation Program and Small Rental Rehabilitation Program are funded by the United States Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs with a special allocation of funds from the Louisiana Housing Corporation.
